When used as adverbs, over tends to refer to a change in position or location (e.g.: I knocked over the cup of juice), while above just indicates location, with no movement (e.g.: We leaned back to look at the stars above).
当用作副词时，over倾向于指位置或地点的变化(例如:我打翻了一杯果汁)，而above只表示位置，没有移动(例如:我们向后倾斜看上面的星星)。
As prepositions, above and over have almost identical definitions, but over is used more often (even if both would fit in the sentence).
